We have membership levels that are set to expire "On specific date". However, automatic rebilling is based on when they purchased the membership, not when the membership expires.

For instance, if a membership expires on July 1, I would expect the rebill date to be June 30. In the current system, when someone purchases a membership perhaps in May, it will rebill them in May instead of closer to the time when the membership actually expires.
