The ability for a new member to be able to sign up but select offline payment as an option, with the idea that if they select offline payment as an option it just goes to pending. The admin would then be able to receive the offline payment through an invoice, Check or Cash where they would then move the member to active. This gives ability for one membership type to be utilized for both people paying on card or by members of the association that are signing up and having their employer pay through other programs.
